American Law beats logic every single time. The "Family" Court system and the "Child Support" enforcement system are in complete lockstep with each other.
They both think they are actually helping these children, even knowing their obvious abuse can be proven, they do not care about anything other than taking the money of parents. Here is the actual audio file sent to me from the court reporter I always use. This judge knew what was about to happen, but he did not care about anything else other than getting my case out of his court room.
